In Kobe, Kawatani Yuichi (Hitoshi Ozawa), head of the Kawatani-gumi under the Yamazaki-gumi of Kyowakai, once again sparks a brawl in the downtown area with Takei (Kentaro Shimazu) of the rival Nakamura-gumi. After the fight, Kawatani runs up a tab at the bar of his close friend Mikami Tetsuya (Eiichi Furui), head of the Mikami-gumi under Kyowakai’s Ueda-gumi, behaving with his usual arrogance. Disgusted by Kawatani’s conduct, Omiya Kazuya (Kazuyoshi Ozawa), the wakagashira of the Mikami-gumi, uncovers illegal prostitution rings and drug dealing operating without permission inside Mikami-gumi territory. Behind it all is the Nakamura-gumi. Teaming up with a Chinese syndicate led by Shi Qian (Wataru Takasugi), they begin plotting an all-out war against Kyowakai.

However, an incident occurred in which a man working at his store was arrested on suspicion of murder and burglary after smoking shabu. Renji Himuro and Yuto Tamura have Nakajima and his friends investigate the source of the shabu.
