The Kanto Doshikai, known for its prominent yakuza members, discovers a prohibited drug deal taking place within its territory. Sakaki (Sho Aikawa), the third-generation leader of the Kurotetsu Union, sets his sights on the Hayakaba-gumi, which operates at Daikoku Pier, and sends Hidari (Hideo Nakano) and his team, "Chains," to investigate the drug route. Disguised as a money counterfeiter, Left infiltrates the gang but becomes entangled in an internal conflict. As Hidari goes missing after being shot, the "Chains" are thrown into disarray. What decision will Sakaki ultimately make...?
Fearing the influence of Sakaki (Sho Aikawa), the Metropolitan Police Department launches a crackdown operation against the Kurotetsu Alliance and detains him. Meanwhile, a series of assaults targeting Japanese women begin to surge in the city, alongside the quiet emergence of a criminal group of illegal immigrants known as “Ashinashi,” who engage in drug trafficking. While the police send in forces led by Hidari (Hideo Nakano) to suppress the situation, communication with the “chains” is cut off, leading to chaos. Amidst this turmoil, an attack on the Akaboshi-gumi affiliated with the Kanto Doshikai occurs!!

A bloody purge by Sakaki begins against the police, who enrich themselves through yakuza and mafia-like tyranny!

As Riasaki (Hitoshi Ozawa) and Hidari (Hideo Nakano) investigate the truth behind the situation, they finally encounter a man named Igarashi, who has just returned from China. While Riasaki weakens under the pressure from within the police and threats from the Chinese mafia, the blood purge from Sakaki (Sho Aikawa), the third chairman of the Kanto Black Iron Alliance, is carried out.
Receiving a request from a marriage broker operating in a run-down area, Hidari (Hideo Nakano) and Yamato (Yasukaze Motomiya) find themselves helping with a fake marriage. Many of this broker's cases involve the Goroza family, who are involved in human trafficking and insurance fraud, manipulating household registries. Amidst this, Yamato's fake bride, Shirayuki, is brutally murdered after having her organs harvested. Angered by this heinous act, Left and Yamato, without any directive from the third-generation leader of the Kurotetsu Alliance, Sakaki (Sho Aikawa), take on a rival gang. Thus begins a bloody purge driven solely by their unbacked "chains."
